Mann Act

Der Mann Act ist ein Bundesgesetz der Vereinigten Staaten, das am 25. Juni 1910 in Kraft trat und nach dem amerikanischen Politiker James Robert Mann benannt ist. Dieses Gesetz verbietet es, Minderjährige von einem Bundesstaat in einen anderen zu bringen, wenn man Absichten hegt, die zwar im zweiten Bundesstaat nicht, aber im ersten Bundesstaat verboten sind.

Mit dem Gesetz sollte ursprünglich der Handel zwischen den Bundesstaaten reguliert werden, insbesondere die Prostitution. Die US-Regierung benutzt den Umweg über das Transportgesetz, da die Gesetzgebung zu Prostitution und Sexualverbrechen den einzelnen Bundesstaaten obliegt, der Transport über Bundesgrenzen hinweg jedoch unter Bundesgesetze fällt. Zuständig für die Verfolgung von Verstößen gegen dieses Gesetz ist das FBI.

Die erste Person, die in Folge des Mann Acts verurteilt wurde, war der Schwergewichts-Box-Weltmeister Jack Johnson. Er soll eine Prostituierte dazu ermutigt haben, das Bordell, in dem sie tätig war, zu verlassen und mit ihm in einen anderen Bundesstaat zu reisen. Lucille Cameron weigerte sich aber, gegen ihn auszusagen und heiratete ihn später. Mit großem Aufwand baute die Staatsanwaltschaft eine neue Anklage auf. Diesmal war die Zeugin die Prostituierte Belle Schreiber. Obwohl Johnson ihr geholfen hatte, das Bordell zu verlassen, und zwar vor Inkrafttreten des Mann Act, wurde er zu einem Jahr und einem Tag Freiheitsstrafe verurteilt. 1961 wurde der Sänger Chuck Berry ebenfalls zu einer Freiheitsstrafe wegen des Mann Acts verurteilt.
