Die Food and Drug Administration (FDA) ist die Behördliche Lebensmittelüberwachung und die Arzneimittelzulassungsbehörde der Vereinigten Staaten und ist dem Gesundheitsministerium unterstellt. Sie wurde 1927 gegründet, ihr Sitz ist in Rockville (Maryland). Derzeitige Direktorin ist Margaret Hamburg.

Aufgabe der FDA

Die Aufgabe der FDA ist der Schutz der öffentlichen Gesundheit in den USA. Die FDA kontrolliert die Sicherheit und Wirksamkeit von Human- und Tierarzneimitteln, biologischen Produkten, Medizinprodukten, Lebensmitteln und strahlenemittierenden Geräten. Dies gilt für in den USA hergestellte sowie importierte Produkte.

Auch die Verbesserung der öffentlichen Gesundheit ist Aufgabe der FDA. Dies geschieht u. a. durch Unterstützung bei der Beschleunigung von Innovationen, welche Arznei- und Lebensmittel effektiver, sicherer und erschwinglicher machen. Weiterhin veröffentlicht die FDA genaue, wissenschaftlich-basierte Informationen zum Gebrauch von Arznei- und Nahrungsmitteln zur Verbesserung der Gesundheit. Sämtliche in den USA zugelassenen Medikamente müssen bei Pharmaherstellern gefertigt worden sein, welche von der FDA inspiziert wurden und deren Herstellungsanlagen den Regulatorien entsprechen. Gleiches gilt für Hersteller von Medizinprodukten.

Organisation

Die FDA besteht aus mehreren Zentren und Büros:

  • Center for Food Safety and Applied Nutrition (CFSAN, Zentrum für Lebensmittelsicherheit und angewandte Ernährung)
  • Center for Drug Evaluation and Research (CDER, Zentrum für Arzneimittelbewertung und -Forschung)
  • Center for Biologics Evaluation and Research (CBER, Zentrum für biologische Bewertung und -Forschung)
  • Center for Devices and Radiological Health (CDRH, Zentrum für medizinische Geräte und Einhaltung der Strahlensicherheit)
  • Center for Veterinary Medicine (CVM, Zentrum für Veterinärmedizin)
  • National Center for Toxicological Research (NCTR, Nationales Zentrum für toxikologische Forschung)
  • Office of Regulatory Affairs (ORA, Büro für Überwachungsaufgaben)
  • Office of the Commissioner (OC, Büro des Beauftragten)

Nahrungsergänzungsmittel

Im Jahr 1994 wurde der Dietary Supplement Health and Education Act (DSHEA) verabschiedet.[1] Dieser regelt, dass gewisse Nahrungsergänzungsmittel als Nahrung und nicht als Medikamente klassifiziert und damit nicht von der FDA zugelassen werden müssen. Daher muss ein Nahrungsergänzungsmittel zuerst erwiesenermaßen schädlich sein, bevor die FDA eingreifen kann. Siehe auch: Unschuldsvermutung, Gefahrenabwehr
