Die Karibische Gemeinschaft (englisch Caribbean Community and Common Market, CARICOM) ist eine Internationale Organisation mit Sitz in Georgetown (Guyana).

Geschichte

Sie wurde 1973 als Ergebnis 15-jähriger Verhandlungen durch den Vertrag von Chaguaramas gegründet. Die ersten vier Unterzeichnerstaaten waren Barbados, Jamaika, Guyana und Trinidad und Tobago. Vorgängerorganisation war die Karibische Freihandelszone CARIFTA (Caribbean Free Trade Area). Mit der Gründung der CARICOM begann der an der EG orientierte Wandel von einer Freihandelszone zu einer Gemeinschaft, die nicht nur wirtschaftliche Zusammenarbeit anstrebt. 2001 unterzeichneten die Regierungschefs einen neuen Vertrag von Chaguaramas, mit dem eine Karibische Gemeinschaft etabliert wurde.

Ziele

Ziel der CARICOM ist die Koordinierung der Außenpolitik sowie Kooperation in den Bereichen Gesundheit und Soziales, Erziehung, Kultur und Sport, Wissenschaft und Technik. Zur wirtschaftlichen Integration wurde der Karibische Gemeinsame Markt (englisch Caribbean Common Market, CCM) gegründet. Er bildet eine Zollunion mit einem gemeinsamen Außenzolltarif. Außerdem bestehen zwischen den Ländern Doppelbesteuerungsabkommen und Kooperationen im Bereich der Entwicklungsplanung und zur Förderung der Industrialisierung. Der Caribbean Single Market ist seit dem 1. Januar 2006 in Kraft. Zur Zeit nehmen jedoch von den 15 Mitgliedstaaten der CARICOM nur 6 Staaten an dem gemeinsamen Markt teil (Trinidad und Tobago, Barbados, Belize, Guyana, Jamaica und Suriname).

Bedeutung

In den Mitgliedsländern der CARICOM leben etwa 15 Mio. Menschen. Die meisten Staaten gelten als Entwicklungsländer mit niedrigem Einkommen.
