Die Welttourismusorganisation (UNWTO) (engl. World Tourism Organization) ist eine Sonderorganisation der Vereinten Nationen (UN) mit Sitz in Madrid (Spanien). Sie ist mit rund 100 Mitarbeitern die kleinste Sonderorganisation der Vereinten Nationen.

Zielsetzung

Die UNWTO, verstanden als internationales Forum für Tourismuspolitik und Fokalstelle für intergovermentale Kommunikation, verfolgt das Ziel der Entwicklung eines verantwortlichen, nachhaltigen und universell zugänglichen Tourismus, um zur ökonomischen Entwicklung, internationaler Verständigung, Frieden, Wohlstand und Einhaltung der Menschenrechte beizutragen. Schwerpunkt ist die Forcierung des Tourismus in Entwicklungsländern, unter Berücksichtigung der Millenniums-Entwicklungs-Ziele, nachhaltiger Entwicklungskonzepte und dem Globalen Kodex für Ethik im Tourismus.

Bekannteste Veröffentlichungen sind die jährlichen Tourismusstatistiken, die den grenzüberschreitenden internationalen Tourismus abbilden. Hierzu begleitend strebt die UNWTO eine Harmonisierung der internationalen Tourismusstatistiken an. Die UNWTO-Empfehlungen dienen beispielsweise als Grundlage für die Statistiken der OECD und der Europäischen Gemeinschaften.

Bedeutend sind zudem die UNWTO-Aktivitäten im Rahmen des Projektes Sustainable Tourism for Eliminating Poverty (ST-EP), dass auf eine Initiative zur Armutsbekämpfung durch Tourismus im Rahmen des Weltgipfels für Nachhaltige Entwicklung in Johannesburg im Jahre 2002 zurückgeht.

Entstehung

Die UNWTO entstand aus einem internationalen Kongress, der im Jahre 1925 stattfand. Nach dem Zweiten Weltkrieg wurde die Welttourismusorganisation International Union of Official Travel Organisations (IUOTO) genannt und ihr Hauptsitz von Den Haag nach Genf verlegt. Seit 1975 heißt sie offiziell Welttourismusorganisation. Nach der vorläufigen Integrierung der UNWTO in das United Nations Development Programme UNDP im Jahre 1976 und der Unterzeichnung eines Kooperationsvertrages mit den Vereinten Nationen im Jahre 1976, wurde der UNWTO im Jahre 2003 der Status einer UN-Sonderorganisation zugeteilt. Im Jahre 2005 waren 145 Staaten und 350 Organisationen Mitglied der UNTWO.

Hinweis

Die Welttourismusorganisation wird häufig mit WTO statt UNWTO abgekürzt. Dies sollte jedoch vermieden werden, um eine Verwechslung mit der Welthandelsorganisation (WTO) auszuschließen.
