Welsh Assembly

Die National Assembly for Wales (NAW) (Walisisch: Cynulliad Cenedlaethol Cymru) ist ein Parlament mit der Berechtigung, Regelungen für Wales zu treffen, aber ohne volle Gesetzgebungskompetenz. Sie wählt aus ihrer Mitte den Ersten Minister, d.h. den Regierungschef der Walischen Regionalregierung.

Geschichte

Das Parlamentsgebäude, der Senedd

Die Forderung nach politischer Autonomie von Wales wurde zuerst von der politischen Partei Plaid Cymru erhoben, die 1966 ihren ersten Parlamentssitz erringen konnte. In einer Volksabstimmung 1979 wurde eine Autonomie von Großbritannien noch abgelehnt. Die Dezentralisierung wurde später zu einem Hauptanliegen der Labour Party. Im Juli 1997 veröffentlichte die britische Regierung unter Tony Blair einen Regierungsbericht, in dem Vorschläge zur Dezentralisierung in Wales erläutert wurden. Diese wurden durch einen Volksentscheid am 18. September 1997 angenommen. Danach erließ das Parlament den Government of Wales Act 1998 (Gesetz über die Regierung von Wales von 1998), mit dem die Nationalversammlung von Wales gegründet wurde. Die ersten Wahlen fanden im Mai 1999 statt. Mit der National Assembly for Wales (Transfer of Functions) Order 1999 wurde am 1. Juli 1999 die Übertragung der Befugnisse und Aufgaben des Secretary of State for Wales (Minister für Wales) an die Nationalversammlung ermöglicht. Mit dem Government of Wales Act 2006 kann der Assembly vom britischen Parlament im Einzelfall auch gesetzgeberische Kompetenz zugebilligt werden.

Zusammensetzung

Die National Assembly for Wales hat 60 Mitglieder, die den Titel AM (Assembly Member), oder auf walisisch AC (Aelod y Cynulliad), tragen. Alle vier Jahre finden Wahlen statt, bei denen die Wähler jeweils zwei Stimmen haben. 40 der 60 Mitglieder werden in den Wahlbezirken mittels des Mehrheitswahlsystems gewählt. Die restlichen 20 Mitglieder repräsentieren die 5 Regionen von Wales und werden über eine Art Verhältniswahlsystem gewählt.

Der Senedd

Die Plenarsitzungen und die meisten Sitzungen der Ausschüsse finden heute in dem am 1. März 2006 eingeweihten Gebäude der Nationalversammlung, dem Senedd in der Bucht von Cardiff statt. Das Gebäude wurde von der Sozietät Richard Rogers entworfen.
