Trafficking

Trafficking ist ein Fremdwort aus dem Englischen und bezeichnet den illegalen Handel und Schmuggel von verschiedenen Gütern. In den meisten Fällen ist Menschenhandel, Drogenhandel oder Waffenschmuggel gemeint.

Das UN Trafficking Protocol ist das bedeutendste Dokument zur grenzüberschreitenden Bekämpfung dieser Verbrechen.

Human Trafficking bezeichnet das Einschleusen von Menschen. Um die Migrationsbarrieren der westlichen Wohlfahrtsstaaten zu durchbrechen, begeben sich die Einreisenden in die Hände sogenannter Schleuser. Diese Schleuserbanden organisieren gegen entsprechende Bezahlung die unrechtmäßige Einreise ins Zielland. Einschleusungen wandelten sich im Laufe der Jahre zu einträglichen Geldquellen und die Gebühren erreichen je nach Zielland Höhen von bis zu 30.000 US-Dollar. Wegen der hohen Gewinnspannen interessiert sich auch die organisierte Kriminalität zunehmend für diesen Bereich und wechselt zum Teil von Drogenhandel und Waffenschmuggel zu Schleusungen von Menschen. Die damit einhergehende Professionalisierung in Sachen Organisation und Vorgehensweise konterkariert die Bemühungen der die illegale Einwanderung bekämpfenden Staaten. Die kriminellen Netzwerkstrukturen führen zu einer Eigendynamik des Schleusungsmechanismus. Der Migrationsforscher Jonas Widgren schätzte im Oktober 1994 den Jahresumsatz im Bereich des Trafficking auf 7 Milliarden US-Dollar (Eleventh IOM Seminar on Migration).
