Der Bezirk wurde am 1. April 1974 gebildet und entstand aus der Fusion der Urban Districts Nailsworth und Stroud, der Rural Districts Dursley und Stroud sowie Teilen der Rural Districts Gloucester, Sodbury und Thornbury.
