Responsibility to protect

Der Begriff Responsibility to Protect (auch R2P; deutsch Verantwortung zum Schutz) ist ein relativ neues Konzept der internationalen Politik. Unter dem Schlagwort R2P wird eine ethische und moralische Verantwortlichkeit der internationalen Staatengemeinschaft, vornehmlich der UN, gegenüber Staaten und ihrer politischen Führung bezeichnet, die innerhalb ihres Territoriums die Kriterien von Good Governance (deutsch gute Regierungsführung) entweder nicht erfüllen können oder wollen. In der globalisierten Gesellschaft hat ebenfalls die Notwendigkeit zugenommen, universale Moralvorstellungen zum Schutz der Bevölkerung in anderen Ländern anzustrengen. R2P zielt damit also nicht nur auf die Verantwortung des einzelnen Nationalstaates gegenüber seiner Bevölkerung ab, sondern ebenfalls der Staatengemeinschaft gegenüber innerstaatlichen Bedrohungen in Ländern, die nicht ihrem eigenen Verantwortungsbereich unterliegen.
