Public Committee Against Torture in Israel

PCATI oder Public Committee Against Torture in Israel (deutsch: Öffentliches Komitee gegen Folter in Israel) ist eine 1990 gegründete, unabhängige jüdische Menschenrechtsorganisation in Jerusalem.

PCATI publizierte zusammen mit B'Tselem Berichte über Folter in israelischer Untersuchungshaft durch den Inlandsgeheimdienst (GSS) und erwirkte über mehrere Petitionen das der High Court of Justice 1999 dessen Praktiken für illegal erklärte.

Mit Beginn der 2. Intifada im September 2000 und der zunehmenden Folter der GSS setzte die Organisation Mitarbeiter und Freiwillige zum Sammeln von Informationen ein und fördert seither Bildungsprojekte für Jugendliche, um sie für Folter und deren Auswirkungen zu sensibilisieren. Weiter sponsert sie Symposien und Ausstellungen und publiziert aktuelle Fälle von Misshandlungen.

2002-2003 lancierte PCATI 124 erneute Petitionen, u.a. gegen die Attentate Israels auf palästinensische Aktivisten, die allerdings nach der Regierungserklärung 2005, dieses künftig zu unterlassen, 'eingefroren' wurden. Die Staatsanwaltschaft stellte seither keine 'unnötigen' Fälle von Misshandlung seitens der GSS mehr fest und der Justizminister subsumiert laut PCATI jeden einzelnen Fall unter "notwendige Verteidigung".

PCATI erhält finanzielle Mittel von Norwegen, Irland, Holland und dem EU-Förderprogramm Europäische Initiative für Demokratie und Menschenrechte, EIDHR.
