Promulgation

Die Promulgation (lat. promulgare „öffentlich verkünden“) eines Gesetzes bedeutet, dass dieses durch die erste öffentliche Verlesung in Kraft gesetzt wird.

Dieser Rechtsakt ist unmittelbar bindend, zumeist wurde er dadurch unterstützt, dass die Einwohner der Gemeinden, in denen ein Gesetz in Kraft treten sollte, zum Anhören der Verlesung verpflichtet wurden; der umgangssprachliche Ausdruck „ein Gesetz austrommeln“ beschreibt diese Praxis.

Da Gesetze heute nur noch in Schriftform veröffentlicht werden, beispielsweise in Deutschland und Österreich im jeweiligen Bundesgesetzblatt, gibt es die Promulgation weltlicher Vorschriften nicht mehr. Sie wird jedoch weiterhin von der römisch-katholischen Kirche gepflegt, die Konstitutionen und Dekrete im Vatikan promulgiert, meist im feierlichen Rahmen einer Heiligen Messe, zugleich erfolgt der amtlich verbindliche Abdruck im päpstlichen Amtsblatt, den Acta Apostolicae Sedis.
