Das Protokoll NCP (Network Control Protocol) ist eine Komponente des Point-to-Point Protokolls (PPP) und dient für die Verhandlungsoptionen zwischen beiden Enden einer Punkt-zu-Punkt Verbindung. Gemeint sind also Steuerprotokolle, die zwischen Authentisierung und Netzwerkprotokollen der Vermittlungsschicht (engl. Network Layer, auch: Paketebene oder Netzwerkschicht) aus dem OSI-Modell einzuordnen sind.

Die Bezeichnung Network Control Protocol (NCP) wird in unterschiedlichen Zusammenhängen benutzt, jedoch nicht standardisiert: Primär für Netzwerkprotokolle welche auf dem PPP-Protokoll aufsetzen. Die Abkürzung NCP wird darüber hinaus auch als Network Control Program in IBMs SNA-Architektur verwendet, als auch seit 1969 als Network Control Protocol oder Network Control Program im ARPANET.

Ursprünglich ist das Network Control Protocol (NCP) ab 1969 für die mittleren Schichten des ARPANET entwickelt worden. Es gilt damit als der Vorgänger von TCP/IP, welches von der Defense Advanced Research Projects Agency entwickelt wurde und das Network Control Protocol 1983 ablöste.
